Abstract

Numerical literacy is a skill that students must possess to understand a concept, procedure, and mathematical
numbers to solve everyday problems. Nowadays, the government is starting to measure students' literacy and
numeracy abilities through the AKM or Minimum Competency Assessment which is carried out at the
elementary to high school levels. However, field results show that these abilities have not been fully mastered
by students due to many factors, including students' high-order thinking skills that are still underdeveloped,
teachers rarely providing practice questions that hone high-level abilities and numeracy skills, and the lack of
variety of media in packaging question for students. Based on the problem, this study was designed to produce
an AKM instrument with ethnomathematics content using Canva media that aims to measure students'
numeracy literacy skills and to provide students with insight into Indonesian culture through the questions they
are working on. This study uses the Research and Development method with the ADDIE model. This research
involved 100 grade 5 elementary school students throughout Malang Regency. The analysis phase starts with
content, context, and cognitive processes. At the design stage, the researcher designed essay questions based
on content, context, and cognitive process-based AKM. Validity comes from an empirical evaluation of small
group validation and reliability tests. The implementation phase shows that the questions have a potential
impact on students' numeracy literacy skills. The last part, the evaluation stage shows if students need to
improve their numeracy literacy skills to face the 4.0 revolution era.
